If you have a check valve somewhere from old smog crap test it first by flipping it around and you should not be able to read vacuum on the other side. Then put it inline to the vacuum modular and check vacuum there with the gauge and kill the engine. See if it holds the vacuum.
If it doesn't then you know the modulator is bad. I'll pick one up in the morning, I had no idea they were a cheap item. Things I learned while finishing my new rig's build The downshift cable if it has one that goes from your throttle to your trannie's valve body needs to be adjusted properly.

I suspect this is to ensure more consistants shifts that could be altered by heat and fatigue of a single, long rubber hose.
